EVALUATION CRITERIA

The maximum possible total combined score for a proposal is 100 points.

Methodology and Approach to Scope of Services – Maximum 25 points
The Proposer’s responsiveness, overall methodology and approach to successfully providing the Scope of Services will be evaluated. Proposals will be evaluated on, but not limited to:

This includes the Proposer’s completeness, clarity, detail and methodology to the RFP scope of work,
Demonstrated knowledge of the work to be completed,
Inclusion and completeness of requested forms (eg. resumes of the project team, furnished proposal forms [properly signed and executed], and completed contact information for references provided.
Detailed schedule outlining various phases, and duration of each phase needed to complete the scope of work.
The scope, quality and feasibility of Proposer’s work plan.

Qualifications and Experience of Company – Maximum 50 points

The capabilities of each Proposer will be assessed on:

Company’s qualifications and experience in providing the specified services for similar operations and/or entities.
Public sector and or Water Utility Agency experience, evidenced by an executive summary detailing the services rendered to the agency
Proposer’s account representative(s) qualifications and experience in providing the specified services.
Availability of designated staff, consultants/account representative(s) and other team members assigned to work with the District.
Proposer’s experience in carrying out the project of this type, demonstrated by the past years of experience.
Proposer’s demonstrated capacity, facilities and organizational structure to perform the type of services sought in this RFP.

Cost Proposal – Maximum 25 points

The proposer submitting the lowest-priced cost receives the maximum points allowed.

All other proposal receive a percentage of points available based on their cost relationship to the lowest.

SCOPE OF SERVICES

The overall objective of this project is to develop and articulate a vision and roadmap for the effective use of technology to support the work and services of Alameda County Water District. Proposers shall document that vision, and the resources likely to be required to support it, as well as any related recommendations, in an Information Technology Master Plan that will set the direction for the District’s use of technology for the next five years.

The District is focused on the proposed ITMP as the cornerstone of our efforts to improve the balance between demand for increased technology adoption and available IT resources, capital, and operating funds. The scope of the effort encompasses all District Departments.

The Consultant shall develop a report to expand upon the work of previous plans to address major topics including, but not limited to:

Current use of technology (hardware/software) and major technology gaps and pain points.
Use of enterprise applications (including JDE, Hubble, Cityworks, SharePoint, MS Office) and related needs and gaps such as document management and agenda management.
Specialized software/application needs over the five-year planning horizon.
Business intelligence and reporting needs.
Training needs related to technology (hardware/software/enterprise applications).
New initiatives or business process changes over the five-year planning horizon that would drive technology needs or where technology can play a major part.
Electronic forms/workflows, electronic signatures, mobile apps.
IT support services.
IT infrastructure, Cybersecurity and Disaster Recovery.
Discuss projects’ feasibility, implementation, and funding strategies.

DELIVERABLES

The scope of services, as prepared, is a draft and the activities and deliverables listed are typical. It is the District’s expectation that the Proposer will use their expertise to customize each task (including a further breakdown into subtasks if applicable) to improve the District’s ability to meet project goals in the most expeditious and cost-effective manner. Based on their experience, the Proposer may identify additional elements needed to meet the project objectives.

The District anticipates the project may include the following activities; however, Consultants should propose the project plan and activities they feel will most effectively meet the objective. The scope of work, at a minimum, shall include:

Evaluate the District’s current technology environment, including services provided,
Infrastructure, funding, and service methodology.
Evaluate the District’s current IT Governance structure and IT organizational structure to ensure that these best meet the District’s business and technology needs through the most appropriate service provision agreements, resource availability and reporting relationships.
Meet with all levels of Management and other key technology “customers”, as well as IT, to determine the desired technology end state.
Prioritize system, application and infrastructure requirements based on Board of Directors priorities, District business needs and goals, and evaluate alternative approaches for meeting those needs.
Make recommendations that will help ensure increased efficiency through the effective use of technology in support of the Board of Director’s business needs.
Document and present findings.
The District places a priority on the timely performance of these services. Once an agreement is executed, it is anticipated that the project will begin within two weeks.
